Talk about covering all the bases: Miley Cyrus has managed to make Time magazine's Best and Worst-Dressed Lists for 2013, and she's also the subject of a standalone Top 10 list in the magazine's year-end roundup.

Miley is #1 on Time's Worst-Dressed list for the "nude latex bikini" she wore at the MTV Video Music Awards. "Leaving aside her suggestive dancing, this two-piece serves no other stylistic purpose apart from showing a lot of skin," notes the magazine.  Justin Bieber is also on that list for wearing a gas mask in London, and Ke$ha made it for sporting a Givenchy number that showed what Time refers to as "side butt."

As for the Best-Dressed list, Miley comes in at #6 for a Marc Jacobs outfit she wore for Fashion Group International's Night of Stars event.  The magazine called the glittery green gown "just the right mix of youthfulness and sparkle for the pop star," adding, "No furry animals, no crazy hemlines, no tongue wagging; here, Miley is dazzling and, dare we say, elegant." 

Other singers making that list: Rihanna, Selena Gomez and Mariah Carey, for creatively customizing the various arm slings she had to wear after dislocating her shoulder.

As for that other list, Time's rundown of Miley's Top 10 Moments includes her breakup with Liam Hemsworth, her chart domination with the hits "We Can't Stop" and "Wrecking Ball," her appearance onSaturday Night Live, and, well, we're sure you know what's #1.  Time magazine even notes, "Without [her VMA] appearance, this list probably wouldn’t even exist."
